Chinese SCAM! - 'blown 392 Hemi"
scam on ebay

Check this out guys. Some fraud
artist in China suposedly has a
"blown, injected, 392 hemi"
allegedly capable of runnning 8's
in a 3200 lb car, for sale on ebay
Best of all he has a "buy in now
price" of only $685!!!! Not bad
for a non-existant engine that
you'll never ever get!

It looks like it is a joke and someone is having some fun. If you read down the page it states the following:

Listing and payment details: HideShow
Starting time: Oct-09-06 07:41:39 PDT
Duration: 7-day listing
Payment methods: There are no available payment methods in your country. Please do not bid on this item.

They are telling you there is no way you can pay for it, and not to bid. I think it is just someone having some fun.

RMB 5,500.00 is Chinese currency.
(Hence no USA payment methods.)
I think it's just the usual poor scam.
