69 Hemi Cuda Carbs

I am a mechanic for Barrett Jackson and I just got a 69 Hemi Cuda Clone in that hasnt been driven in approx 2 years. The car wont run and the owner is telling me it never really ran right after it was finished. I pulled the plugs and they are fouled really bad. I am hearing from some of my connections here in AZ that the cars were over carburated from the factory. Is this the case? It has the spec double Carter carbs on it that were from the factory I'm told so I'm wondering about rejetting and if so is there a ballpark to start in to get this car purring so it can run across the auction block in Jan? I also got a set of hotter plugs coming for it that might help it since it doesent really get driven. Any help would be greatly appreciated....
